This looks just like an antique blotter with a tray stand, of the kind they used years ago, when they wrote with feather quills dipped in liquid ink in a glass pot. This one was used be a clever counterfeiter, and some of the printing ink has soaked into the blotter, permitting you to print a bill or two! Just place a piece of blank paper on the tray, and run the stamper over it, and it is printed into a genuine bill.
